    Responsibilities

    As an integral member of our team, you will manage NYBC’s payroll operations for over 1000 union and non-union employees and coordinate payroll processing for four operating divisions.  This includes the processing and oversight of multistate complex payrolls, ensuring our enterprise-wide Workday Payroll system, procedures, and people support the efficiency, accuracy and timeliness of our bi-weekly payrolls.

     

    Responsibilities include:

     

    • Managing, mentoring, training, reviewing, approving work, and providing feedback to assigned staff.
    • Ensuring procedures, systems, and people in place support the timeliness and accuracy of bi-weekly payrolls for union and non-union employees and the on-going maintenance of the Workday Payroll system for all earnings, deductions, and taxes of hourly and salary employees.
    • Ensuring compliance of all aspects of payroll policies, guidelines, procedures and regulations across the enterprise.
    • Ensuring consistent implementation, usage, controls and maintenance of Workday Payroll software across the enterprise.
    • Recommending and developing payroll policies and best practices and contributing towards efforts to standardize payroll procedures and continuously improves services.
    • Implementing new and revised policies and procedures in an effective, efficient customer-orientated manner.
    • Managing auditing of expense reimbursements for NYBC and assisting with operating divisions.
    • Managing external relationships with 3rd party vendors, quality assurance procedures to validate and reconcile payroll data, and communication to mitigate risk of any payroll related processing or filings performed off site.
    • Reviewing and analyzing current payroll and tax procedures in order to recommend and implement changes leading to best-practice operations.
    • Providing services, consultation, and management for payroll related issues to other business units.
    • Auditing W-4s, payroll balance sheets, YTD earnings, etc. to provide consistent practices throughout the organization.
    • Interacting with other business units to review cross-departmental impacts and reconcile data sharing.
    • Partnering with HR/Benefits to align/implement a more advanced payroll and benefits system.
    • Acting as the lead point of contact for payroll related disputes.
    • Interpreting applicable state, federal and organizational laws, guidelines, practices, policies and procedures.
    • Performing other management related tasks as needed.

    Qualifications

    The ideal candidate will have a Bachelors’ Degree in Accounting or Finance, along with 5+ years experience in automated payroll processing which includes some experience in timekeeping implementation, and at least 3 years’ experience in a supervisory/managerial role. Advanced knowledge of payroll tax and accounting principles, wage and hour laws, experience with union payrolls, and hands-on experience with automated payroll systems, preferably Workday, required. Knowledge of cloud-based and timekeeping systems will be expected, as will taxation of employees on Visas working in the US. You must also be familiar with a variety of software applications, be proficient in Excel, and able to thrive in a fast-paced environment. Excellent problem-solving, oral/written communication, organizational, planning, and PC skills are all essential. Certified Payroll Professional preferred.
